At the turn of the century, Progressives advocated for the regulation of railroads due to widespread public dissatisfaction with monopolistic practices, unfair pricing, and unsafe working conditions.

President Theodore Roosevelt played a pivotal role in advocating for regulation and gained a reputation as a trust-buster as he supported the dismantling of railroad corporations.

The Elkins Act of 1903 and the Hepburn Act of 1906 were key pieces of legislation aimed at curbing railroad abuses. The Elkins Act targeted discriminatory freight rates, while the Hepburn Act strengthened the Interstate Commerce Commission (ICC) and expanded its authority to set maximum railroad rates.

The ICC's newfound authority allowed for more effective oversight, and the reforms set a precedent for future regulatory measures in other industries as well.
During the Progressive era, legislation was enacted to regulate railroads which marked a shift toward greater government intervention to protect consumers and ensure fair business practices.
