By 1864, the federal government initiated preparations for Reconstruction focusing on rebuilding the nation, readmitting Confederate states, and addressing the impact of slavery.
Lincoln’s Proclamation of Amnesty and Reconstruction, Library of Congress
Lincoln, prior to his assassination, introduced a Proclamation of Amnesty and Reconstruction, which pardoned most Confederate officers and offered Southern readmittance after 10% of the population pledged loyalty.

The plan by Congress was much stricter, requiring 50% of the number of 1860 voters to take an “iron clad” oath of allegiance before reorganization of Southern governments. It also included safeguards for freedmen’s liberties.
President Johnson’s Amnesty Proclamation, Library of Congress
President Johnson’s plan prevailed during the Congressional recess. Echoing Lincoln’s leniency, it offered amnesty upon a simple loyalty oath, pardoned almost all Confederates, and required minimum conditions repudiating slavery and secession.
As the Civil War concluded, various plans were proposed to deal with the reconstruction of the nation. President Johnson’s highly forgiving plan allowed for Southern states to quickly be readmitted despite objections by Congress.
