In the late 19th century, the United States grappled with burgeoning industries, notably the expansive railroads, raising concerns about fair business practices and monopolies.

There was a large public outcry and growing discontent among farmers, small businesses, and consumers over unfair business practices, especially regarding railroad price discrimination.

In 1887, to address these issues, the Interstate Commerce Commission was established through the Interstate Commerce Act. The commission’s efforts aimed to promote fair competition and foster transparency in business operations.

In the early years of the ICC, their effectiveness and success was mixed. While legal constraints and limited authority failed to compel massive change, it did make strides in exposing abuses, creating guidelines for railroad rates, and setting precedents for federal regulations.

The Interstate Commerce Commission was the first federal regulatory agency designed to oversee private industry. It marked a pivotal moment in U.S. history as it stepped away from the laissez-faire tradition.
